MINUTES:
RESOLVED: That the Minutes of the Meeting held on 24 November 2003 be confirmed and signed by the Chairman as a correct record.
5. ESTIMATES 2004/5 - CARNIVAL STATUE:
RESOLVED: That a grant of £1600.00 (10% estimated cost of £16000.00) be pledged and paid to the Carnival Committee when total sum reached.
6. AUDIT OF ACCOUNTS 2003/4:
RESOLVED: That the audit date of 30 June 2004 be noted.
7. TRANSFER OF ALLOTMENT LAND:
The Town Clerk confirmed that the Council's Solicitor had now been informed by the District Council that all the land included in the agreement with the Bridgwater and District Allotment Association would be transferred. This included the disputed land at Bristol Road together with amended draft Section 106 Agreement which would have to be subject of further discussion with the Solicitor to protect the Council's interests.
Members agreed that issues arising from the site inspection reference St Matthews Field, Friarn Lawn, Land adjacent to Kidsbury Road and Chilton 2 should be pursued before completion. The Town Clerk also gave an update on the Carnival Committee interest in part of the Bristol Road unused area.
RESOLVED: That the Town Clerk progress these matters to complete negotiations and the interim payment to Pardoes Solicitors of £2367.40 be confirmed.
8. CONTRIBUTIONS FROM DEVELOPERS TOWARDS PUBLIC OPEN SPACE:
RESOLVED: That the effect of Planning Policies RLT 2 & 3 be noted and the Town Clerk assess the role for the Town Council whilst Play Areas are provided by SDC.
9. EXEMPT ITEMS - EXCLUSION OF PRESS AND PUBLIC:
RESOLVED: That the press and public be excluded from the meeting during 3. 4. consideration of the business recorded in Minute 10 on the grounds that this will involve the disclosure of exempt information as defined in Section 100I of the Local Government Act 1972.
10.TRANSFER OF ALLOTMENT LAND - UNUSED LAND AT KIDSBURY ROAD and BUILDING COMMUNITIES INITIATIVE - VALUATION REPORT:
The Town Clerk reported the terms and conditions for disposal of the land advised by the District Valuer in report reference 788447. This had been submitted to the Partnership via Sedgemoor District Council and would be considered at the forthcoming partnership meeting on the 21 May 2004.
RESOLVED: That the land be offered on these terms, noting also the advised interest in an apparent alternative site adjacent to Victoria Park and subject to the Partnership decision the Town Council consider in due course any additional contributions as one of the partners.
